The first 3 years of life are very critical and the best time to intervene, if there are any issues affecting the brain happening at birth or shortly after birth.

These services are therefore a support and educational system for children with developmental delays or disabilities from birth to the third birthday especially if there is a poor vision or gaze abnormalities related to insults to the brain early in life.
